This is an interesting statement, both in that it gives yet another glimpse into the weak carebear psyche as well as gives an interesting solution (since the OP asked for one). The ganker does NOT "get" to fire first. The ganker CHOOSES to fire first with the same penalties the Hulk fleet would get if it fired first. Here are a few ideas based on correcting that almost instinctive carebear assumption (Gankers aren't breaking the rules and neither are you if you shoot first).
1. Gankers having access to cheap, insurable ships to gank at minimal cost with throwaway alts means that miners have access to cheap, insurable ships to gank destroyers at minimal cost, with throwaway alts. The question isn't "What can be done if that ganking prick can warp in and shoot first even when I'm surrounded by t2 ships". The question is why AREN'T you surrounded by your own throwaway ships instead of those t2 ships? Why aren't you off the warp in point shooting at them when they warp in. Waiting to see what that dessie fleet or phoon is doing in your belt?
2. Stop selling the ships used by gankers or buy them and resell at markup that makes insurance gain less appealing. Stop selling ore at all during an event like Hulkageddon. You can't monopolize things, but acting together you guys could put pressure on the logistics required.
3. Part of the issue seems to be that it takes longer for concord to get there as security goes down. Ever thought of having an alt shoot at you from a noob ship periodically so that concord is already in system.
4. If you hate those darn pvpers so much only make defensive mods and the like. Perhaps only sell to a select list of mission runners.
5. Are there roids on SiSi? If so you have roids, no unwanted pvp, no overhead, and almost noone else on the server to interrupt the whoosh of mining lasers. Sounds like the paradise you guys have been crying for the whole time was right there.
Just some ideas.
1) so to compete with a broken insurance system and throwaway losec alts ( biomassing a low security alt is an exploit btw, since your so concerned about "breaking the rules") we have to use a broken insurance/throwaway alts?
2) Failure to understand scale of the eve economy
3) Exploit. just to keep from "breaking the rules"
4) see 2)
5) Perhaps take it a step further and just imagine were roidraping, taking out titans in rifters, making 300000000000000% profit on every trade...its called sissy for a reason
